This is a quotation from Deut 33:26. It is a rarely attested title of the god of Israel (Deut 32:15; 33:5; Is 44:2). Another amulet of Nablus bears the same inscription (CIJ II, 1167). The same formula appears in Caesarea on a bronze ring (CIIP 1716) and on a lamp.
