It is an offering made by the goddess herself through one of her officiants. Rey-Coquais (1999) discarted the reading Sarrabôn (for an eventual dedicant) in favour of Arabôn, but Aliquot, Vie religieuse (2009), p. 135, n. 54, expresses doubts about this reading. We take it as a mere hypothesis.
