See Graindor (1930), who suggests a link with the Concordia Aeterna and adduces the occurrence of τὴν ἀθάνατον ὁμόνοιαν τῶν ὁσίων βασιλέων (the Severian imperial family) in Agora XV 460 (Source #3487), l. 18-19. Contra Geagan (1964), who rather points to the harmony between Herodes and his wife Regilla.
